Carter’s knowledge covers multiple issues including federal financial services, housing, defense and transportation policies.    He has also distinguished himself as an expert in media strategies, having served as Communications Director for former U.S. Senator John Warner and as committee spokesman for the Senate Armed Services Committee.

During Carter’s three years as General Deputy Assistant Secretary at HUD, he led three offices: intergovernmental relations, legislation, and congressional relations.  He was the principal advisor to HUD’s leadership, including two Cabinet Secretaries, with respect to Congressional relations and policy matters affecting federal state and local governments.
