Doug’s service at the senior levels of the Army Corps of Engineers and the Office of the Assistant Secretary for Civil Works give him deep knowledge of federal planning, authorization, project management, and programming policy.

From 2004 to 2017, Doug served as Deputy Assistant Secretary of the Army for Project Planning and Review and then as Senior Official Performing the Duties of the Assistant Secretary of the Army for Civil Works. During this time, Doug’s team successfully shepherded more than 110 new water resources project authorizations totaling more than $90 billion through Congress and the Office of Management and Budget.

He additionally testified before Congress on the development, defense, and execution of the President Trump’s Fiscal Year 2018 budget and 2017 Work Plan.

Prior to this, Doug’s Federal career involved more than 30 years in senior levels of Army Corps of Engineers planning, engineering, operations, regulatory, and policy functions. This included more than 8 years as Chief of the Office of Water Project Review at Corps headquarters.

In addition, Doug’s experience includes water quality and NEPA analyses involving harbor deepening, flood damage reduction, and coastal storm damage reduction projects.

After passage of the 1986 Water Resources Development Act, he served as Chief, New Starts and Innovative Financing Branch. He has extensive experience in development and execution of Project Partnership Agreements.  


Other Experience

  • During 2017, when Doug was performing the duties of the Assistant Secretary of the Army for Civil Works, he was responsible for the duties of 3 Senior Executive Service vacancies simultaneously. This enabled Civil Works to maintain continuity of operations during the first year after the Presidential transition.
  • Doug’s career also includes service as Chief of Regulatory Enforcement at the Corps of Engineers’ Jacksonville District and Acting Chief, Planning Division for the Norfolk District.
