A former director of the U.S. Navy’s Air Warfare and Warfare Integration units, David Philman has an unparalleled understanding of Pentagon policies, particularly weapons procurement and budgeting.

During a distinguished Navy career that lasted more than 30 years, David “Deke” Philman held many of the service’s top leadership positions.  In the process, he developed a keen appreciation for Navy policies in the complex environment of weapons system acquisition, Strategic Planning, Requirements Generation, and Resource Management for programs totaling over $60B annually.

In addition to serving as Director of the Navy’s Warfare Integration and Air Warfare units, Deke’s history includes service as Commander, Strike Force Training Pacific and Deputy Commander, JFCC Global Strike & Integration (STRATCOM).  He was also Commander, Carrier Air Wing 3 (USS Harry Truman).  As Head, Strike Aircraft & Weapons Requirements, he guided the planning, requirements generation and resources for all fixed-wing carrier based aircraft and all air-launched weapons. These programs totaled more than 70% of the Navy’s aviation procurement budget.
