Henry was a former Assistant Chief in the Civil Works Programs Division, Office of the Chief of Engineers, U.S. Army Corps of Engineers. In this position, he was responsible for program development, defense, and execution of an annual $3 billion national water resources development and management program.

Henry also served as Assistant Chief of Planning Programs Management Branch where he engaged in national planning, policy, legislation and administration for water and related resources development.
