Prior to his retirement from the Corps of Engineers, Steve spent 30 years as District Counsel for the Los Angeles District. His unique longevity as District Counsel for one of the Corps’ largest Districts has provided him extensive first-hand experience with complex legal, policy and political issues involving water resources, civil works and military construction.

Steve has provided legal advice during the preparation of hundreds of environmental assessments and §404(b)(1) analyses, including many environmental impact statements.
