A former Assistant Secretary for Policy, Management and Budget at the U.S. Interior Department, Tom’s 20-year federal career focuses on energy, natural resources, and science and technology.

From 2005 to 2007, Tom was responsible for financial, budget and policy issues spanning Interior’s eight bureaus. He led the Department’s development of a manual to address adaptive management of climate change on Interior’s lands and waters.

More recently, from 2007 to 2009, he was minority staff director of the U.S. House Select Committee on Energy Independence and Global Warming.

A registered professional engineer, Tom also directed the Program Office of the National Academy of Engineering.
