A former Commanding General and Chief of Engineers for the U.S. Army Corps of Engineers, Art has extensive experience with federal construction, environmental, and contracting issues.

For more than 30 years, Art served in the U.S. Army Corps of Engineers, holding several leadership positions that have given him a deep understanding of Corps of Engineers’ operations.  Art’s experience includes service as Director of Civil Works in the Corps Headquarters and Division Engineer for the Lower Mississippi River Division.  He was also a Division Engineer for the Corps’ Pacific Ocean Division.

Art’s career culminated with his appointment as Commanding General and the 48th Chief of Engineers of the U.S. Army Corps of Engineers. He also served as President of the Mississippi River Commission.
