Walter’s expertise in engineering stems from nearly 15 years service in the U.S. Army Corps of Engineers (Sacramento District).

During his tenure as Chief, Planning Division, Walter oversaw a dramatic expansion that resulted in his division becoming the largest worldwide.  He directed the Corps civil and military planning in California and five other Western states, supervising more than 100 engineers, scientists, economists and other professionals.

During this time, Walter also administered the agency’s largest Continuing Authorities Program, which included flood control, water supply and environmental restoration projects.

Walter’s division received the Chief of Engineers Environmental Design Award for work at the Hamilton Army Air Force Base. This is the only time this award has been achieved in the 60-year history of the Sacramento District.
